We won’t cancel UTME Computer-Based Test —JAMB Registrar •Says conduct of exams in Nigeria has become war

THE Registrar and Chief Executive of the Joint Admissions and Matriculation Board, Professor ‘Dibu Ojerinde, has faulted calls for cancellation of the Computer-Based Test (CBT) mode of the Unified Tertiary Matriculation Examination (UTME), saying this will not be in the interest of the candidates, parents and government.

He said the protest in Lagos, a few days ago allegedly by UTME candidates demanding for cancellation of the results of the examination was sponsored to discredit the good work the Board is doing in the efforts to strengthen the quality of tertiary education in the country.

Ojerinde, who briefed newmen on Friday, in Abuja, on the conduct of the 2016 UTME, said conduct of public examination in Nigeria has become a war.

He disclosed that the organiser of the protest who incidentally was an owner of a centre designated for the examination was aggrieved because he was not allowed by the JAMB officials at the centre to perpetrate examination malpractice.

Ojerinde explained how a JAMB official at the Lagos Centre was threatened after rejecting N6 million bribe offer, saying this prompted the relocation of the candidates at the centre to Moro in Osun State.

Over 1,592,44 candidates registered for the 2016 UTME nationwide and in seven foreign countries.

He added that the owner of the centre, in the effort to justify money he collected illegally from parents and candidates organised the protest in Lagos.

It was also gathered that a lady who was arrested at the centre for impersonation, confessed that she and others were paid N25,000 each to do the job.

Ojerinde said the actual candidates that sat for the examination was 1,546,633 representing 97.12 per cent, while a total of 23,577 candidates absented from the examination representing 1.48 per cent of the total number candidates that registered for 2016 UTME.

He disclosed that a total of 145,704 representing 9.1 per cent of candidates had the issue of multiple results, which the Board has tried to sort out.

The JAMB Registrar, further disclosed that results of Uromi approved UTME Centre in Edo State, were being withheld as a result of massive irregularities and invasion of the centre by armed hoodlums.

A JAMB official in charge of the centre was said to have rejected an offer of N1 million “corporation fee” (bribe), allegedly by the owner of the centre in collaboration with some parents and candidates to allow them perpetrate examination malpractices.

He disclosed that the armed invaders were over 20 persons, adding that timely intervention of the military saved the day and that the candidates for the centre were relocated to Auchi, where the remaining examinations were held with the supervision of soldiers.

Ojerinde, however, admitted that there were some challenges in the first and second days of the examination leading to relocation of a total of 59,000 candidates to new centres and 16 States of the Federation.

He promised that special arrangement would be made for those who were genuinely affected by the relocation to sit for the examination at a rescheduled date to be announced to them.

He said: “I want to say it here that conducting examination is becoming a war; it is already a war. You should have seen us in the control room of the examination. When the exam was going on, I was in the war front; I was not able to leave the control room.

“The invaders were more than 20 well-armed men. The Nigeria Army had to mobilsie their men to make it possible for us to conduct examinations in Auchi, because the mercenaries in Uromi were determined to frustrate us, but of cause they frustrated them in return.

“The organisers of the protest did not do it in the interest of the candidates but done as a result of their frustration due to their inability to perpetuate their planned acts of irregularities. Majority of these people who are frustrated collected huge sums of monies from the candidates, they were the organisers of the protest, we have adequate information to prove it.

“There was an episode in Kaduna where an owner of a centre decided to perpetuate malpractice, as a result he was arrested and quickly handed over to the police.

“Overall, there were about 145,000 of them. Immediately we noted this we refused to continue to release the results until the system error was corrected. When it was corrected all other people who sat for the examination from that time up till yesterday had no problem and now even some of them that were affected are asking for extra marks.

“In our quest to have adequate and effective centres for the 2016 exercise we approved over 500 centres. Unfortunately some of the centre operators were not sincere in providing us with the true position of their facility.

“They hired equipment and other necessary apparatus and on the examination day they were found wanting. This lead to relocation or rescheduling of candidates from some of them to more suitable centres.

Ojerinde, explained that the movement of candidates from Lagos to Moro in Osun State, by the Board was done promptly to avert attacks by hoodlums based on a security report.

The JAMB boss noted that similar incident played at Uromi Centre in Edo State, where mercenaries hired to perpetrate massive examination malpractices were exposed by the JAMB official on ground.

“This led to relocation or rescheduling of candidates from some of them to more suitable centres. I want to apologies to these two categories of people, but we are going put on a redress for those whose relocation affected them in missing their examination.

House of Reps Orders JAMB To Revert To Paper-Pencil Test

The agitations from candidates may have started yielding fruits as the House of Representatives has asked the Federal Ministry of Education to direct the Joint Admissions and Matriculation Board (JAMB) to revert to pencil-paper method in the conduct of UTME or adopt both PPT and CBT so that candidates can opt for any one of their choice.

This followed a motion moved by a lawmaker from Lagos State, Mr. Oghene Emma-Egoh, on the “conflicting” scores of candidates who took the examination.

The law maker stressed that the technical errors experiences during the examination has invariably dashed the hopes of many of these candidates in gaining admission this year.

The law maker further pointed to two cases of conflicting results. One is that of Ibrahim Shawulu from Kogi State, who was said to have scored 399 out of 400, and in less than 24 hours his score was reduced to 199.”

Another is that of Foluke, the 17-year-old girl in Ejigbo-Lagos, who scored an aggregate of 156 and when the result was checked again she had an aggregate of 196.”

Based on these and other technical flaws that marred the conduct of the 2016 UTME, the house of Representatives is of the opinion that JAMB does not have what it takes to manage the Computer Based Test.

FlyDubai flight FZ981 crashes at Russia's Rostov-on-Don airport, killing 62 people

A plane carrying 62 people has crashed while attempting to land at Russia's Rostov-on-Don airport, killing all those onboard, officials say.

 Key points:

  • 55 passengers, 7 crew members killed in FlyDubai plane crash
  • Russian authorities say bad weather caused crash
  • FlyDubai, Boeing gathering details

The plane, operated by Dubai-based carrier FlyDubai, "hit the ground and broke into pieces," the Investigative Committee of Russia said in a statement on its website.
"According to preliminary data, there were 55 passengers aboard and 7 crew members. They all died."
FlyDubai released details of the passengers' nationalities in a statement on its Facebook page.
"FlyDubai confirms that flight FZ981 was carrying 55 passengers from 4 different nationalities: 44 Russian, 8 Ukrainian, 2 Indian, 1 Uzbekistani," the statement said.
The Russian Emergency Ministry said in a statement on its website that six of the crew were non-Russians, but it did not reveal their citizenship.
Russia's state-run RIA Novosti news agency said the Boeing 737 crashed to the left of the runway during bad weather.
In an earlier statement, FlyDubai said the passengers were made up of 33 women and 18 men, including four children, with seven crew also on board.

Human error or technical failure possible cause

The Investigative Committee of Russia was looking at two possible causes for the crash: pilot error "in connection with deteriorating weather conditions" or a technical error, Interfax news agency quoted Oksana Kovrizhnaya, a representative of the committee, as saying.

FlyDubai's chief executive said the company was in deep shock.
"Our hearts go out to the families and friends of those involved," Ghaith Al Ghaith said in the statement from the airline.
"We don't yet know all the details of the accident but we are working closely with the authorities to establish the cause.
"We are making every effort to care for those affected and will provide assistance to the loved ones of those on board."
The airline has set up family reception centres for relatives of passengers.

In a statement, Russia's emergencies ministry said the aircraft had to abandon an initial attempt to land and came down at 3:50am local time while making a repeat attempt.
Through a Kremlin spokesman, Russian President Vladimir Putin said giving assistance to the relatives of those killed was the priority, local media said.

"The head of the state said that now the main thing is to work with the families and the loved ones of those who had died," Kremlin spokesman Dmitry Peskov was quoted as saying.
In a statement, Boeing said: "Thoughts and prayers are with those on board FlyDubai flight FZ981 and their families and friends."

"Boeing stands ready to provide technical assistance upon the request of government agencies conducting the investigation."

Candidates That Had System Failure And Those That Missed The Exam Will Retake It - JAMB

The Registrar Joint Admissions and Matriculation Board (JAMB), Prof. Dibu Ojerinde has stated that candidates who missed their examination because they were relocated will be given another opportunity to sit for the examination.

Also candidates who had system failure during the examination would retake it, once it is proven by the board that their complaints are genuine.

On the issue of conflicting results, Prof. Dibu said, “Let me use this opportunity to offer explanation on the issue of the much-publicized two results. The process of our marking involves transformation and other qualitative programming.

In the process of these configurations, we had a little challenge which we quickly corrected and ensured that this never happened in subsequent results. This challenge was only associated with the candidates that sat for this examination on Saturday, 27, and some candidates of Monday, 29 February, 2016.”

He also disclosed that out of the 1,546,633 candidates that sat for the 2016 UTME, 145, 704 had issues of multiple results which have been resolved by the board.

He blamed the technical hitches experienced in some of the centres on the operators of the centers as some of them hired equipment just to pass the accreditation process only to be found wanting on the examination day.

He further stated that reverting to Pencil-Paper Test as directed by the House of Representatives will invariably amount to taking one step forward and two steps backwards.

“Even the physically challenged are taking the CBT examination. One of the blind candidates scored 286, so why should others complain? He queried.

JAMB Threatens Removal Of 40Marks Added To Students & Cancellation Of 2016/2017 UTME Exam If Students Protest Continues

Information reaching us confirms that JAMB Registrar Prof. Dibu Ojerinde yesterday spoke at channels tv and when asked his reaction towards the recent protests in Lagos and Abuja, he said the board are currently planning to hold a meeting this weekend inorder to come up with a possible solution to students protest.

But he warned that if after the meeting and the board was able to come up with a decision and students disagree to that, the outcome wont be funny again as all 40marks added to students earlier on will be scrapped and the examination cancelled, so all students will have to remain at home for the next year and re-write the exam the upcoming year.

Some students who received their scores earlier on and was added 40 marks would notice that yesterday the body resend their initial scores again to them via text, and 40marks deducted.

So its like this is just the beginning
